House of Reps Pushes 2025 Capital Budget Deadline to December 2026
The House of Representatives has approved another extension for the capital portion of the 2025 Appropriation Act, shifting its implementation deadline from September 30 to December 31, 2026.
The decision was reached during Tuesday's plenary session after a motion was presented by the House Leader, Julius Ihonvbere.
This marks the fourth time the implementation window for the 2025 capital budget has been stretched, giving projects and financial commitments under the budget an additional three months to be executed.
Originally, the capital budget was set to expire on December 31, 2025. The National Assembly first pushed the deadline to March 31, 2026, in December 2025, then later moved it to June 30 and subsequently to September 30.
In June, the House approved the shift from June 30 to September 30, with lawmakers arguing that more time was needed to complete various capital projects contained in the 2025 budget. The Senate had already given its approval for that same extension.
With Tuesday's resolution, federal Ministries, Departments and Agencies (MDAs) now have until December 31, 2026, to carry out projects and spend funds allocated under the 2025 capital budget.
The repeated extensions mean the 2025 capital budget will continue to be implemented side by side with the 2026 Appropriation Act.
When the National Assembly first extended the 2025 budget's implementation period to March 31, 2026, in December 2025, President Bola Tinubu stated that the move would help ensure the full release of capital implementation funds to MDAs.
After the extension to June 30, the Presidency explained that the decision was intended to allow critical infrastructure and development projects already at advanced stages to be completed.
Lawmakers extended the deadline to September 30 in June, pointing to unfinished projects and the need to provide extra time to avoid project abandonment and settle outstanding obligations.
Tuesday's resolution thus becomes the fourth extension of the implementation deadline for the capital component of the 2025 Appropriation Act.
