Radda signs Katsina's N828.58bn 2027 budget into law

Katsina State Governor Dikko Radda on Wednesday gave his assent to the state's 2027 Appropriation Law, which amounts to N828.58 billion, following its approval by the Katsina State House of Assembly.
The approved budget sets aside N190.73 billion for recurrent expenditure and N637.85 billion for capital projects, accounting for roughly 23 per cent and 77 per cent of the total respectively. The final figures are marginally below the N828.64 billion that Radda had initially proposed to the legislature, which also earmarked about 77 per cent for capital spending.
While presenting the law for the governor's signature, Speaker Nasir Daura stated that the Assembly had concluded all required legislative steps before passing the budget. He said, "The Honourable House has approved the total budget of N828,578,844,091.48. This consists of N190,726,262,820.44 for current expenditure and N637,852,581,271.03 for capital expenditure."
Daura praised the governor for the executive's collaboration with the legislature, describing the early passage and signing of the law as noteworthy. He restated the Assembly's backing for the administration and urged residents to keep supporting government initiatives.
In his response, Radda expressed gratitude to the Speaker and Assembly members for their cooperation during the budget process. He explained that the 2027 budget was developed in three phases, starting with consultations with residents across the state's 361 wards and 34 local government areas. "This is the budget of the people which has been scrutinised by the people and is the people's opinion," Radda said.
The second phase, according to the governor, involved ministries, departments and agencies defending their budget proposals, while the third was the review and passage by the State House of Assembly. Radda noted that this approach was intended to ensure public funds were directed to identified needs. He added that the Assembly's passage had made the budget legally binding on the government and expressed hope that implementing agencies would carry out projects and programmes without delay.
"This budget has gone into three layers. The first layer of the budget is the people's budget. This is the budget that has gone to 361 wards of the state and 34 local governments. We listened to them, we heard their needs, we put everything together at the state level and presented it," he said.
Radda stated that the 2027 appropriation would prioritise the needs highlighted by residents, in keeping with his administration's development agenda. The budget proposal submitted in September had allocated significant funds to education, works and housing, agriculture, health and rural development, with these five sectors making up more than half of the proposed capital expenditure.
The governor also commended the Commissioner for Budget and Economic Planning and other executive members for preparing the budget proposal early. He observed that the signing represented an improvement over the previous year, when the 2026 appropriation was signed later. Radda called on ministries, departments and agencies to implement the approved provisions promptly, emphasising that the goal was to turn the budget into concrete development for residents.
Regarding the 2027 elections, Radda wished candidates vying for elective offices success and advocated a peaceful electoral process. He also prayed for peace and stability in Katsina State and encouraged stakeholders to work towards ensuring peaceful elections.
