Kano Governor Seeks Assembly’s Approval of N1.2tn Supplementary Budget
Kano state Governor, Abba Yusuf, has requested the state House of Assembly to approve a N1.2tn supplementary and amendment budget for the 2026 fiscal year.
Yusuf’s request was contained in a letter read by the Speaker of the House, Isma’il Falgore, during Tuesday’s plenary in Kano.
The governor said the supplementary budget was necessitated by a shortfall in revenue accruing to the state from the Federation Account following the implementation of the new tax law.
Yusuf said the state had expected increased receipts from the Federation Account, including Value Added Tax, but noted that some revenues, including signature bonuses, exchange differences and NNPC refunds, remained with the Federal Government.
According to the proposal, the state plans to finance the supplementary budget with N45bn opening balance, N753.44bn recurrent revenue and N402.82bn capital receipts.
The sources are expected to provide a total of N1.201tn for the supplementary appropriation.
The proposed expenditure includes N390.31bn for recurrent expenditure and N810.95bn for capital expenditure.
A breakdown of the recurrent expenditure showed that N169.96bn would go to personnel costs, N195.21bn to overheads and N24.62bn to debt servicing.
The governor also proposed a new partnership arrangement between the state and local governments to improve economic growth and development.
He said the arrangement would allow revenue jointly generated by the state and local governments to be captured and used to fund selected projects.
Yusuf urged the lawmakers to consider and approve the bill expeditiously, citing Section 122(a) and (b) of the 1999 Constitution, as amended.
Following the reading of the letter, Falgore sought the leave of the House to refer the proposal to the Rules and Business Committee for further legislative consideration.
The House subsequently referred the proposed supplementary and amendment budget to the committee for the next stage of the legislative process.
